The merge function was added in the version 0.56.0. The version you're using doesn't support it.

The version 0.54.0 is two years old now (feb 2019), you should update it. You can follow these instructions on the Hugo docs: https://gohugo.io/hosting-and-deployment/hosting-on-netlify/#configure-hugo-version-in-netlify.
