Enable miscellaneous AE2 tools

Re-enables miscellaneous AE2 tools, including the quartz knife mentioned #793. If players want to rename items and blocks automatically, let them.

Certified quality-of-life-only addition.

List of re-enabled tools:

  • Color Applicator
  • Entropy Manipulator
  • Paint Balls
  • Quartz Knife
  • Quartz Wrench

I'm not generally opposed to this I guess, but I am worried about the possibility of some of these tools being enabled creating exploits or polluting JEI. We need to thoroughly review each of these items to be sure they don't introduce sequence breaks or crashes.
