Migrate licenses-conformance and npm-tarball-license-parser in the workspaces

My idea is to create a licenses-conformance workspace in here in Scanner and combine npm-tarball-license-parser and licenses-conformance` in one package.

[!NOTE] licenses-conformance should be migrated to TypeScript.

The idea behind this choice is that it is currently very complex to evolve these components separately. Maintenance would be significantly improved!
