No default reviewers and no documentation on who to ping

Currently, when filing a PR in this repo there are no default reviewers on PRs, neither can I find any documentation on who to ping for review. I could manually ping some maintainers that have merged PRs in the last weeks, but that feels impolite and would only solve the problem for my PRs, I presume this issue applies to other first time contributers as well.

I would suggest any of the following to improve this situations;

• A set of default reviewers when a PR gets filed.
• A list of maintainers in the default PR template, possibly with names attached to particular areas of the code.
• A contributing section in the readme. (I did see #1194 , which is good documentation, but it doesn't capture the process of contributing)
