Plasticity nomenclature cleanup

Let's rename "short-term plasticity"->"synapse dynamics", and "long-term plasticity"->"synaptic plasticity"! To me plasticity implies perturbing the resting state (moulding). SD by contrast is elastic, and the resting state unchanged.
