Actually - by re-reading it I am unclear which site is being worked on "A" or "B". Please re-read the whole section carefully and double-check each occurance of "site A" and "site B" if that is actually the correct reference.
OK - let me completely rephrase this. I read this whole sction twice now and have no clue what it's supposed to explain to me. From the tilte "Link between Site B and mediator down and Site A down" I am under the impression this is the procedure to get the mirror copy online while the primary copy and the mediator are down. Yet the procedure talks about something that looks more like a reverse resync. The heading is unclear.
