[feature] merge multiple PrivacyInfo.xcprivacy files across plugins and projects App_Resources

On May 1st, 2024 apps submitted to Apple App Store will need privacy manifest files.

Describe the solution you'd like

Allow plugin vendors to include PrivacyInfo.xcprivacy files for categories which they cover and allow the CLI to merge all found with any in App_Resources for a single .xcprivacy file included in the bundle.
