Is this really offline?

I am a bit confused with the word 'offline'. Does that mean I do not have to log into the ngc registry by using this replicator to run the pre-trained models? In rencent, I trained a lpr model with pre-trained weights, which has a great performance on recognizing car plates. Unfortunately, the public networks are not allowed in the place I want to deploy my model because of the security issues. So, is it possible to use the models without logging into the ngc registry?
