Feat/new task scheduler

This adds functionality to enable the new task scheduler released in 2.5.18 (https://www.misp-project.org/2025/08/20/misp.2.5.18.released.html/)

The task scheduler uses proc_open with commands as an array so snuffleupagus rules needs to be updated to allow '[' and ']'.

EDIT: This has been ammended in 9e2d122

Recently discovered a bug in the snuffleupagus config, will write a fix early next week.
