Remove duplicate instance of options_lookup.tsv

Having to maintain two identical copies of options_lookup.tsv isn't great, and possibly a remnant of a previous workflow.

Ensure this is indeed redundant (could be code in buildstockbatch that needs it), refactor and/or remove.
