[WIP] Excluded dataset page for vp-comparefits

PR for the excluded (positivity) datasets in a vp-comparefits report. This page is added if and only if the theory id, datacuts, and theory covmat (if present) are identical between fits.

TODO

• [x] produce a check in vp_comparefits that compares both runcards and adds a tag to autosettings
• [ ] modify report.md to include an extra page
• [ ] add said page
