Expand EIC commondata to account for different perturbative orders

This deprecates https://github.com/NNPDF/nnpdf/pull/2069. It adds the following:

  • [X] include variants in which the pseudodata are generated with the corresponding theory
  • [X] include consistently the additional flat normalization systematics for EIC and EIcC
