No, the opposite
This feels a bit like overkill to me. It may also actually impose barriers for people that just want to quickly report an issue without too much fuss and hence could decrease community involvement, especially for the software we typically produce, which will have only a handful of users, surely initially. Managing issues on this finegrained level will be a problem only very popular packages may have to deal with, so let's leave it out of the default.
