Rider: Plugin not loading

JetBrains Rider 2021.2.2 Build #RD-212.5284.64

After clicking on the light bulb, not seeing the option to create a task. Can most certainly be a user problem! Please let me know what I am doing wrong. Thanks!!!!!!

What is the code you use it on? Is it a //todo? Can you post that one line here?
