Identity Agent needs a suitable test environment

As a developer/creator of NHSbuntu I need to be able to connect to N3 and Care Identity Service from a VPN So that I can demonstrate a working Identity Agent on NHSbuntu

the Opentest service should be able to provide for this need, however it currently lacks some functionality that is required. (Apparently it has no CIS service) [confirmation required]

I spotted today that the Opentest website says they are not currently able to onboard new users. I have several sets of opentest credentials in case anyone needs them.
