We probably want deploy-to-prod pipelines to fail if any RETIRED or PROPOSED technologies are involved. But not for deploy-to-dev (fair enough to be using something PROPOSED at that point). Need to think about that.

I think hard-blocking is likely to be problematic in areas with lots of tech-debt, or on services where they are scheduled to be retired but are not yet (and hence may contain tech we are retiring).
Or is there a status before RETIRED that would cover that instance?

We need to agree the exact terms but yeah I'm expecting something along the lines of RETIRING as well as RETIRED. RETIRING should defo generate a warning; RETIRED is ... trickier!
