External open-source projects

If we need a change made to an open-source project we're using (whether that's an enhancement that makes sense in the context of that project, or if it's to fix an issue), we should submit a change to that project rather than forking our own copy or starting our own project. Also, we should apply our quality standards to code we contribute to 3rd party projects.
