validate As a user, I want to validate that all XML Schema collections in NASA PDS archives are secondary collections

...so that we ensure they are not primary collections in 2 different bundles. The XML schema are already primary collections in the PDS system_bundle

For IPDA users, note that our schema are_not_ (at least in the PSA case) necessarily secondary collections, and certainly not in PDS system bundle. In the PSA we have dictionaries in the PSA bundle, and dictionaries primary in mission bundles, and secondary in instrument bundles, for example.

@msbentley copy that. I was sure to specify "NASA PDS", but agree we need to make sure we take this into account for IPDA.
