Specially as all too many addons remove "fog of war/hide unexplored areas"
Unless I'm reading wrong and missing a check or two you appear to have completely broken the user option of showing quest levels or not
Update questie This has been fixed as far as I know

oddly enough, with a .toc change for 4.4.1 to 11505 (anniversary realm) the addon you linked above chooches right along.. veeeery interesting may just have to see about reaching out...
