Execute the regen command multiple times, the seed has changed, but the world map remains the same,

Steps to reproduce

1. execute: /mv regen zy -s
2. wait a seconds or wait a min
3. execute: /mv regen zy -s
4. same world

there was create the world command, and i use the generator : /mv create zy normal -g TerraformGenerator
