Why is SpotPass impossible?

Hi! May I ask why?

“Generally, Spotpass data goes into boss and everything else goes into user. This tool can access user and shared extdata, but boss extdata is likely impossible.”

I have to send the file to 3DS over charles everytime I change a value in the spotpass data. Why can’t it be easier? When I use gm9 to edit the diff/disa image, it just crashes instead. I am really curious why everything hates Spotpass data :(
