[CrashManager] Add per-tool statistics (how many issues, buckets, bugs, ...)

The statistics should live in /crashmanager/stats/toolid/ and include:

• Number of issues (total, bucketed, unbucketed)
• Number of buckets
• Number of open bugs
• Most recent/oldest issue reported
