ViewRootImpl在performTraversals时会调dispatchApplyInsets，内调DecorView的dispatchApplyWindowInsets，进行WindowInsets的分发。

onApplyWindowInsets 方法监听 WindowInsets 的变化，即 View 监听处理 coutout、键盘弹出、屏幕分屏、导航栏等变化，来适配显示。
