[BUG] Flickering tooltip when maximized

The bug When the viewer window is maximized and the mouse hovers over the folder link at the bottom left, the tooltip appears and disappears constantly. Guess its because the tooltip location in this case overlaps with the mouse position and thus gets immediately dismissed.

Info:

• App version: 3.1.4
• OS: Windows 10

To Reproduce Steps to reproduce the behavior:

1. open any image
2. maximize the window
3. hover the mouse over the folder link at the bottom left
4. See error

Expected behavior Reposition tooltip and do not dismiss tooltip because the mouse pointer is no longer targeting the same window (tooltip overlaps and thus becomes new window under mouse pointer)
