Upgrade setup-gradle action

Description

As described in here, the setup-gradle action need to be upgraded to its latest version(v4)

Tasks:

  • Identify all GitHub action using gradle/actions/setup-gradle
  • Follow the upgrade process. More info.
  • Dry run/test all the upgraded workflows(when possible.)
