Move Test helpers to its own artifact

I have copied the flow truth extensions one too many times. It would be nice to make it an artifact

Hi, @digitalbuddha , I tried working on this . And I noticed there isn't really a clean way to do it. I However found Java-Text-Fixture .. It looks like it isn't supported yet for Kotlin more context in this issue. we might have to wait until it's available.
