CDF function added

Hey folks,

I've added a new cdf method to the TDigest struct. Now, you can easily figure out the cumulative distribution function for any value. This means you can see what portion of your data falls below a certain point. It's a handy tool for diving deeper into your data without messing with the existing setup.
