managed filesystem labels don't stay when locking

1. take any hdd / floppy disk and make sure it is in managed mode
2. change the label
3. lock the filesystem
4. put it in a computer and watch the label disappear

i've looked in the code, and it seems like there isn't any code to load the label from NBT for a locked filesystem.
