Allow users to pass in the path to WPR.exe from commandline

The location for wpr.exe used in Elevator is currently defaulted to "C:\Program Files (x86)\Windows Kits\10\Windows Performance Toolkit". We should allow users to configure the server to use a different path for wpr.exe.

In what situations would the path be different? I assumed when you install WPR that it only gives you one option. Unless you'd like it to support Windows 7 or 8?
