memdocs UpgradeToLatest should be ccmsetup property

Moved it from MSI properties section into ccmsetup one. Check the ccmsetup code constants to verify.

Looks like this doesn't work - or at least should be implemented differently.

CCMSETUP.EXE  ... /upgradetolatest 
Invalid argument: /upgradetolatest. Will ignore this one.

Vice versa also doesn't work:

ccmsetup.exe  ... UPGRADETOLATEST
