There should be one extra step to make the copied cert to take effect

I followed the steps in the doc, however I still got certificate issues. I found out that one extra step is needed to make the copied cert to take effect in https://github.com/microsoft/fhir-server/blob/main/.devcontainer/library-scripts/fix-cert.sh.

sudo update-ca-certificates
