Consumer can be assigned to groups
while group assignment is not exposed through the B2C portal, it is definitely available through Graph or through the AAD portal. Is the first feature line in this document stating that consumer accounts cannot be assigned correct? For example: this sample uses group assignment in B2C for consumer accounts.

We say Azure AD B2C consumer accounts 'don't' (natively) support app roles since you can't receive them in token claims, so the sample you mention is trying to get a hack for this limitation. The sample doesn't invalidate the statement in our docs. The thing is the app roles you can assign to a consumer account are useless without the said sample. In a nutshell, app roles assignment is not officially supported.
