Upgrade csharp project BotBuilder nuget references to 3.9 Change ResumptionCookie to ConversationReference

These samples are already at https://github.com/Microsoft/BotBuilder-Samples/tree/master/CSharp/core-proactiveMessages. Maybe we can remove the code from this repo and point the readme to the https://github.com/Microsoft/BotBuilder-Samples/ repo?

Something should definitely be done with this sample if it is not being maintained. I've received questions on how to use it with the latest SDK.
