Found it in Cardano ledger. The register certificate simply does not return a script credential for the Phase 1 validation that gathers executable scripts to prepare for phase 2
But also there is this comment -- For both of the functions `getScriptWitnessConwayTxCert` and -- `getVKeyWitnessConwayTxCert` we preserve the old behavior of not requiring a witness -- for staking credential...
The bracket operators are simply the cons_list under the hood. There is a type conversion that is necessary so that's why I blocked the builtin for now.

So switching gears to multi-apply and multi-lambda and multi-apply and also adding arrays as a plc term right? Just to summarize this PR.
