You take fall damage when using Trident Boost outside of water even with NoFall enabled

Describe the bug

When using a riptide trident with "Trident Boost" and "Out of Water" enabled if you try going downward you take fall damage even when NoFall is enabled

Steps to reproduce

1. Enable "Trident Boost" with "Out of Water" enabled
2. Also enable "NoFall"
3. Use this command to give yourself a riptide trident: /give @p trident[enchantments={riptide:3}]
4. Make sure your in survival mode (And with no effects active)
5. While your not in water, shoot the trident up then quickly shoot it down
6. Notice that you take fall damage (Using the trident again will probably kill your character)
