Balance Change Enforcers Underflow Protection

What?

  • Adding protection to the balance change enforcers. Previously the enforcer would revert to the afterHook if there was an underflow, but the error message wasn't clear for the user. This adds a better error message in the beforeHook

Why?

  • Easier to understand what is wrong
