Add V2Ray check on Startup on Windows

Some users experience the app unable to open if they didn't disconnect properly and the v2ray service was not killed on disconnect. This will cause Meile not to open as there will be a file permission error on load.

Similar to the WireGuard check we have in place on Windows, this should be implemented for the v2ray process as well to curtail future issues with this.
