[Question] why does it don't resign the apps if the screen is locked?

I'm still using it in my 9.3.5 devices, it still working, idk why, but I will not complain. But I noticed that it only resigns if the screen is unlocked, and that is that way from the beginning, I tried to ask this before but I forgot to. The issue is that I need to personally unlock all my idevices every day to get the Phoenix app resigned on them, is there a way to bypass this need of it to be unlocked? Thanks!!
