GitHub Actions workflow for package publishing

We need a workflow that would publish a new package on PyPi each time there is a new release on GitHub is created. Something like this (beware it might be outdated): https://github.com/amochin/robotframework-eggplant/blob/main/.github/workflows/python-publish.yml
