CGI Controls Document

Looking at the bits here https://mapserver.org/cgi/controls.html#cgi-mapfile-change-parameters and below. My preferences would be to:

1. Remove the section about versions less <5.
2. Remove the ROSA-Applet section.
3. The "Specifying the location..." section should reference other documents related to environment variables and limiting access to mapfiles.

The versions 5+ section needs clarifications:

• probably need to define 'security restrictions'. These are set in validation blocks - probably a new page listing all mutable and a good topic for 8.0,
• example 4 won't work, those parameters aren't mutable.
