[Feature Request] Different tolerance depending on download progress

Hey! Thank you for your work on Decluttarr, I just recently found out about it and it's exactly what I needed. The only thing that's missing for me is the ability to have different tolerance for torrents depending on download progress. For example, my ideal setup would be something like:

1. Remove torrents stalled/slow for 24 hours if downloaded less than 1%
2. Remove torrents stalled/slow for 1 week if downloaded less than 50%
3. Remove torrents stalled/slow for 2 weeks if downloaded less than 90%
4. Remove torrents stalled/slow for 1 month if downloaded over 90%

Currently I have a few torrents not that easy to find sitting at 99.8% progress with the hopes of someone who has that last bit coming online, and wouldn't like to delete them too soon.

I imagine this could be done with different number of strikes until deletion for each percentage range. Please lmk what you think, I'd be happy to (try to) contribute with a with a PR if you don't have the time to implement this :)
