Restart Validation Bug, constant restarts

Posting this here for easier tracking, as was posted on macadmins Slack.
The following restart policy keeps continuously restarting devices every 2 minutes.
super --reset-super --workflow-restart-without-updates --deferral-timer-menu=5,30,60 --deadline-count-hard=3 --scheduled-install-user-choice --scheduled-install-reminder=120,60,5 --display-hide-background=always --workflow-disable-update-check
