Allow rate-pack entry Limit on Debuting Node Neighbor

Discussion in team meeting showed some interesting approaches that could work to ensure that incoming Node neighbors aren't accepted by neighbors with very high rate pack values.
Some ideas mentioned that can be fleshed out:
- Dan - Consider the "unlimited undesirability score" and bring that to bear rate-packs (similar to how the route scores act with "non-fallback" routing)
- Vojtech - add a user-defined configuration value that considers a % range that an incoming neighbour's rate-packs must be within for their Debut gossip to be accepted. In Debut gossip the rate-packs are already provided by the debuting Node, so it can be considered as part of the acceptance. This is democratic and could allow the network to be resistant to rouge Nodes with very very high rate-packs (relatively speaking)
