Unable to program MCU via STLINK if using 5V from STLINK and J301 is closed

If J301 is closed (connecting DC-DC RESET output to MCU nRESET input) then each time the embedded STLINK resets the board, the KILL signal will go low thus curring power to the board and keeping the MCU into reset.
