Limitation of the amount of photons per light to avoid Caustics problems

In a scene with exterior and interior it's hard to get proper caustics in something like a pool, that's because in the interior there are tons of lights that are emmiting photons for the caustics cache (it does not affect to Light Tracing, but LT don't support SDS) so in the end you don't get caustics in the pool because there are not enough photons for it.

The idea would be to put a limit to the caustics cache contribution of each light, I we have 50 lights in the interior and the sky we may disable all those 50 lights for the caustics cache and leave just the environment as photon emmiter, that would solve the problem.
