Vulkan Configurator or the layers create a VulkanSDK directory in the users directory

We need a directory for the users to have access to the output of the layers, for example to store the gfxrecon traces.

It would be great to give control of the default output folder location to the users.

This needs investigation to figure out if it's easily doable.

$VK_LOCAL can now be set using an environment variable.
