Slot the wheel Item in Semi and Full wheel view

It would be highly obliged if anyone give suggestions , How can use this wheel as slot of angle. Let us take an example I have a semicircle wheel on Top|Left having n number of items having selected angle 180 deg. Now when i click on any item of the wheel, then it comes on slot that is 180 deg. Currently the scenario is that n number of items is fitted on the wheel but when i click on the any items it's not rotate and not come on the slot. Can anyone give advice and suggestion on this, How can achieve this scenario.?
