Sync debugging tool

Some kind of command that can be used to verify the database is set up correctly. Here's how I envision it working.

/lp synccheck [LP] Started a sync check - the code is 'ff7446'

/lpb synccheck verify [LP] Found a sync check in database with code 'ff7447'

Could be useful for debugging purposes :)
