[Bug]: The server freezes when a player enters or switches to spectator mode
Describe the bug

To Reproduce
Try to put a command block that constantly spawns any moving object and after the player enters it should hang for 1-2 seconds Example: summon arrow ~~10~ kill @e [type=arrow,r=2]
Try switching the player to spectator mode at distant coordinates
Expected behavior
So that the world no longer lags when a player enters a server or switches to spectator mode.
