feat(infobox): Add Chess Infobox Player

Summary

NOTE: Very Extensive customization,

NOTE2: I didnt work on this one very much entirely, this is setup by URobbie I just brought it over to pull request so most technical questions not me to answer properly

The Customization are needed to fit the required stuff for Chess wiki, includes the following

• Make use of a locally setup Ratings Module https://liquipedia.net/chess/Module:Ratings to stored of FIDE Ratings of all players, which updates monthly. These are tracked based on Data: storage pages (e.g. https://liquipedia.net/chess/Data:Ratings/Classical/2025/1) as ratings are important part of player tracking

This also allows this locally graph module to work on player pages too:

• Tracked obtained titles input manually e.g. |title_gm=2004

Side Note

Player Infobox will related significantly to another Chess PR which includes Info, Player Display and the custom Participants Table (in order to have Ratings automatically tracked on Participants Table, which is only possible with this Player Infobox)
